Summary
goPassport is a comprehensive, real-time COVID-19 alert system for inbound international travellers. It monitors and audits multi-level government policy on a range of pre-travel and in-country testing, quarantine and health measures using a real-time policy engine. The engine maintains every traveller’s individual pathway and status to safe entry and health compliance in a country.
By using the goPassport platform, countries can establish a reputation as a safe destination and be a preferred global destination for international students, tourists and other travellers without increasing the risk to their local population.
goPassport mitigates the potential risk posed by international travel and builds on existing border controls, health management capabilities, existing and new technologies.
Problem
International travel is high-risk in the current pandemic.
- The closing of international borders has been a major contributor to success in protecting the population
- The risk of a ‘second wave’ is understood and requires considerable mitigation
- Travellers/students will require confidence that they will be travelling safely
- A nation’s population needs to be confident that incoming international travel will not increase health risks
- The economic cost of the cessation of travel is unsustainable in the longer term
- Current systems provide fragmented and limited visibility of traveller movement, risk and compliance.
Benefits
goPassport is a comprehensive, real-time COVID-19 alert system for international travellers. It incorporates:
- Pre-travel screening procedures
- Pre-travel isolation and quarantine measures
- In-country quarantine management
- Ongoing symptom checking and escalation
- Programmed testing
- Traveller Medi-stay and Tele-health assistance
- Real-time non-compliant response and escalation
- Capacity to integrate service provider compliance status updates
- Ability to manage multi-tiered national and regional policy programs.

OUTCOMES
Traveller Visibility
At the moment governments have limited controls and limited ability to see travellers throughout their journeys due either to there being no prior perceived need for monitoring, or where the jurisdiction moves between departments or agencies. However with reliable pre-travel testing and treatment, supported by goPassport’s reliable control system that ensures that no significant gaps exist, the traveller becomes “visible” for the entire journey commencing with the initial travel booking.
goPassport can also manage the health risks associated with travellers who hold (multiple-entry) visas or other means of visa waiver registrations.
Travel risk is managed
goPassport provides a policy “wrapper” around travellers to ensure safety for them and the in-country service providers. The policy controls in goPassport can be adjusted to reflect dynamic government edicts, country by country, and cater for state based variations in policy and time. It fully supports existing onshore health management and border control.
goPassport ensures that travellers/students entering a country are managed through multiple layers of health testing, isolation and controls with a full audit trace. Management of the risk has to be dynamic in implementation, and real-time in escalation.
Support reopening economies
The United Nations World Tourism Organisation (UNWTO) has reported strong declines in all regions and all areas of tourism. In Q1 2020 there has been 67 million fewer international tourist arrivals globally, resulting in 80 US$ billion lost in exports. As at May 2020, 100% of global destinations have travel restrictions. UNWTO global projections for 2020 show US$910 billion to US$1.2 trillion loss in export revenues from tourism and 100 to 120 million direct tourism jobs are at risk. The impact of restarting travel related industries, particularly in countries heavily reliant on tourism for GDP is clear: leisure and corporate travel, international education and temporary migrant workers (e.g. hospitality, fruit pickers) could all start stimulating the economy.
Reopening travel can also represent a huge competitive advantage for early adopters. For example, Australia will likely be the first major country to allow international students back into the country to study. Currently this is a A$34bn export industry. Australia will have a clear competitive advantage over other student destinations, such as the US, and paves the way for Australia to be the leader in this space.
Travel confidence
Travel confidence is two-fold: for both travellers and destination communities. A timely implementation of goPassport would place any country at the top of global destinations to visit for business, tourism and education. By providing confidence that inbound travellers have been continuously screened and cleared before travel, that they are monitored during their stay and have active travel-case management, local communities and domestic operators can be confident that they are safe in dealing with international visitors.
New asset for fighting future emergencies
goPassport will have a life beyond COVID-19; it will also become an important national asset which will strengthen a nation’s preparedness to rapidly and effectively respond to future emergencies. Additionally it will establish this destination as compliant, controlled and safe.
